Housing regulator publishes second report on notifiable events

The Scottish Housing Regulator (SHR) has today published its annual summary of the notifiable events reported by Registered Social Landlords (RSLs) during 2024/25.

Notifiable events are things that RSLs must report to the Regulator as they could potentially pose a risk to tenants’ interests, the landlord’s operations, or the broader reputation of the social housing sector.

The report outlines what a notifiable event is, why RSLs need to report them, and what action the Regulator may take.

It highlights the key themes from the year including governance and organisational changes, the disposal of land and assets, performance and service delivery issues and health and safety. It also sets out some real-life case studies.  

Nicola Harcus, Assistant Director of Regulation, said: "We produced this report in response to feedback from social landlords. We hope the information and case studies help social landlords understand how to notify us of significant events. We’ve also shared this report as part of our commitment to being a transparent regulator, and we hope landlords find it useful.”

  1. The Scottish Housing Regulator was established on 1 April 2011 under the Housing (Scotland) Act 2010. Its objective is to safeguard and promote the interests of tenants and others who use local authority and RSL housing services. The Regulator operates independently of Scottish Ministers and is accountable directly to the Scottish Parliament. It assumed its full regulatory responsibilities on 1 April 2012.
