Why we are engaging with Govan Housing Association (Govan)

We are engaging with Govan about its governance.

In July 2024, Govan notified us of potentially serious internal concerns that had been raised with it including matters related to its governance and strategic leadership. Govan commissioned independent investigations into these matters. We continued to engage with Govan to seek assurance about its approach to handling these matters and its governance arrangements to ensure compliance with regulatory requirements including the Standards of Governance and Financial Management (the Standards).

In April 2025, we decided to put Govan’s regulatory status under review. We engaged with Govan as it fully considered the findings of the investigation reports and sought assurance about its plans and timescales to address the reports’ recommendations. Govan also commissioned an independent governance review against the Standards.

In October 2025, Govan shared the findings and recommendations of the independent governance review which found compliance with the Standards but also  identified a number of improvement actions.

Govan has since produced an improvement plan to implement the recommendations from the investigation reports and independent governance review. Govan has already progressed a number of improvement actions and aims to complete its improvement plan during 2026. Govan will also progress leadership and culture training with its staff and governing body members.

In November, we completed our review of Govan’s regulatory status and concluded that we have gained assurance it is compliant with the Standards. We will continue to engage with Govan to seek assurance about its progress with its improvement plan to strengthen its overall approach to governance and strategic leadership.

Govan continues to engage with us openly and constructively. 

What Govan must do

Govan must:

  • send us quarterly updates on its progress with implementing its improvement plan to strengthen its approach to governance and strategic leadership; and
  • tell us when it considers all actions in the improvement plan to be addressed.

What we will do

We will:

  • review Govan’s quarterly updates on progress with implementing the improvement plan actions relating to its governance and strategic leadership and engage as necessary; and
  • update our published engagement plan in the light of any material change to our planned engagement with Govan.

Regulatory returns

Govan must provide us with the following annual regulatory returns and alert us to notifiable events as appropriate:

  • Annual Assurance Statement;
  • audited financial statements and external auditor’s management letter;
  • loan portfolio return;
  • five year financial projections; and
  • Annual Return on the Charter.

It should also notify us of any material changes to its Annual Assurance Statement, and any tenant and resident safety matter which has been reported to or is being investigated by the Health and Safety Executive or reports from regulatory or statutory authorities or insurance providers, relating to safety concerns.
