Update to schedule part 2

During the consultation held in October and November 2025 we had proposed the removal of the disclosure requirement on key management personnel emoluments from the Determination of Accounting Requirements (the Determination).  This was due to the requirement being included in the draft Housing Statement of Recommended Practice (SORP) for consultation.  Feedback from our consultation was supportive of this on the basis that there is no need for duplicate disclosure requirements and as such, the requirement was not included in the final version published on 19 December 2025 with an effective date of 1 January 2026.

Subsequently, the requirement to disclose key management personnel emoluments in bands has not been included in the finalised version of the Housing SORP.  Therefore, in order to ensure that we continue to see this requirement going forward, we propose to amend the Determination to reinstate it.  The full disclosure requirement to be added back in is:

3. Key management personnel emoluments

3.1 

The aggregate amount of emoluments payable to, or receivable by, the key management personnel and former key management personnel of the registered social landlord whose total emoluments are £60,000 or more, excluding employer’s pension contributions, during the reporting period.

3.2

The number of key management personnel whose emoluments during the reporting period fall within each band of £10,000 from £60,000 upwards.

3.3

If there are no key management personnel with emoluments of £60,000 or more during the reporting period, this should be stated.

3.4

The emoluments payable to, or receivable by, the chief executive or equivalent of the registered social landlord split as follows:

  1. emoluments excluding employer’s pension contributions;
  2. employer’s pension contributions; and
  3. total emoluments payable

3.5

The number of governing body members whose emoluments during the reporting period fall within each band of £5,000 from £0 to £5,000 and upwards.

In paragraphs 3.1 to 3.5, “emoluments” means payments in respect of key management personnel services as key management personnel of the registered social landlord or key management personnel services (whilst acting as key management personnel of the registered social landlord) in connection with the management of its affairs or the affairs of any subsidiary undertaking of the registered social landlord, whether those amounts are payable by the registered social landlord or its subsidiary undertakings, and includes:

  1.  wages and salaries, including performance related pay, payable for the reporting period;
  2. fees and percentages;
  3. sums payable by way of expense allowance (so far as chargeable to United Kingdom tax);
  4. non-contractual payments;
  5. contributions payable in respect of pensions except where otherwise stated; and
  6. the estimated money value of any other benefits otherwise than in cash

Emoluments in respect of a person accepting office shall be treated as emoluments in respect of his or her service as a member of the key management personnel.

3.7

The pension contributions payable to, or receivable by, key management personnel of the registered social landlord whose total emoluments (excluding pension contributions) are £60,000 or more during the reporting period, or where no such contribution is payable, a statement to that effect.

The requirement will be added at section 3 of part 2 of the schedule with all subsequent requirements being renumbered accordingly.  The effective date will be updated to reflect the change.

As we are unable to include an effective date that pre-dates publication of the Determination, we are also proposing to make an amendment to the Financial Viability of RSLs guidance note mandating the disclosure requirement for any accounting periods that commence between 1 January 2026 and 15 June 2026.  This will ensure that the disclosure requirement remains in place for all accounting periods.

Next steps

Once we have reflected on the feedback, we will publish final versions of the Determination and the Financial Viability of RSLs guidance note with an updated effective date of 15 June 2026.
