Corporate Parenting Plan 2026-2029 Summary Version
Who are we?
We are the Scottish Housing Regulator.
We:
- Check that public sector housing services provided by Councils and Housing Associations in Scotland are doing a good job
- Make sure that public sector housing services in Scotland provide safe and well looked after homes
- Step in if something isn’t right
- Stand up for people who live in social housing (provided by Councils and Housing Associations), people who are homeless and other people who use housing services including Gypsy/Travellers and factored owners.
What is a Corporate Parent?
A Corporate Parent is an organisation that helps Care Experienced people.
People who are Care Experienced are those who have lived in foster care, kinship care, residential care, or have been adopted.
Corporate Parents help support young people like a family would.
What does this mean for us?
We want to help Care-Experienced young people do well, feel safe, and have good opportunities. We want to go beyond just following the rules and will try to offer this support to people over the age of 26.
A Scaffold of Support
Everyone needs support growing up. This includes family, friends, teachers and trusted adults. Corporate Parents help give support so young people can grow and succeed.
Our responsibilities
In relation to our role, we need, and want to:
- Notice when something might affect Care Experienced people
- Understand what support they need
- Stand up for their interests
- Help them find opportunities
- Help them access support and services where we can
Why housing matters
Having a safe home helps young people feel safe, stay healthy, build friendships, focus on learning, and plan their future.
What have we been doing?
We have spoken to young people with Care Experience, trained staff, worked with other organisations, and looked closely at homelessness and housing access.
Listening to young people
We shared a draft Corporate Parenting Plan with young people, who asked us to use simple language and make plans clearer. We used their ideas to improve this document.
Challenges
Care Experienced people are more likely to experience homelessness, and it can be hard to find stable and supportive housing.
What will we do next?
We will work with others, listen to the views of young people, focus on how landlords are preventing homelessness, train staff, and keep improving in our role as a Corporate Parent.
The big message
Every Care Experienced person should have support, opportunities, a safe home, and a voice. We will do all we can within our role to help.
