We work with tenant representatives through the Tenants Together (Scotland) Scottish Housing Regulator Liaison Group as one of the ways we hear directly from tenants and service users and make sure we focus on the things that matter most to them.
This is the fourth blog from these meetings from Helen Trouten Torres, SHR Board Member and Liaison Group Chair, and covers the online meeting which took place on 28 April 2026.
The meeting began with a presentation discussing the recent Homelessness Tenancy Sustainment Tenant Advisor exercise. Sustaining tenancies is central to preventing repeat homelessness and links directly to the Scottish Social Housing Charter. The exercise focusses on what enables successful tenancy sustainment for people who have experienced homelessness. The group discussed the project and its emerging themes. Members welcomed the exercise as a constructive way to identify and share good practice and noted that full findings will be published by SHR by the Summer.
The meeting also explored the outcomes of the most recent SHR Annual Risk Assessment. While the majority of landlords continue to meet regulatory requirements, discussions acknowledged substantial strategic risks across the sector, including financial resilience, homelessness pressures, governance, and tenant safety issues such as damp and mould, RAAC and cladding. The conversation also highlighted the scale of pressure facing some local authorities.
TTS provided updates on their work. One significant area of work is the issue of two surveys to all landlords on Rent Consultation and Re-let Standards by the end of April. TTS have worked with TPAS on this project.
The group then discussed a number of issues including: increasing damp and mould legal claims, charter indicators and tenant satisfaction surveys, SHR funding in current and future years, Net Zero, and the recent Consumer Scotland report on life in Scotland’s social rented sector; and reflected on their relevance to SHR’s current and future work.
The group also discussed the upcoming publication of SHR’s updated “How we include Tenant and Service Users” strategy for 2026/27.
The next Liaison Group meeting will take place in person on 18 August 2026.
