The Scottish Housing Regulator welcomed the appointment by Scottish Ministers of Lindsay Paterson as its new Deputy Chair. Lindsay took over from the current Deputy Ewan Fraser on 31 August 2026 to 31 October 2029. Ewan will remain a Board member until the 31 March 2027, when he will have completed his full eight year appointment to the Regulator’s Board.
Garry Coutts, SHR Chair said: “We are all extremely grateful for Ewan’s input to SHR’s work as Deputy Chair. He has been an enormous support to me during my time as Chair. On behalf of all my fellow Board members and the SHR staff team we would like to say thank you to Ewan. I also very much welcome Lindsay’s appointment as the new Deputy. She will be an excellent support to me and new members who are due to be appointed next year.”
Lindsay Paterson said: “I am delighted to take on the Deputy Chair role and build on the experience I have gained as a Board member since I was originally appointed in 2021. I am also grateful to Ewan for his support during the transition. Like the rest of the Board and staff team I also look forward to welcoming and supporting new members next year.”
Lindsay is a practicing Scottish solicitor with an interest in equalities and human rights. She is currently working on the Scottish COVID-19 Inquiry. Lindsay is also a legal member of the Housing and Property Chamber of the First Tier Tribunal for Scotland and an Equality Assessor in the Sheriff Courts. She has previously worked for the Scottish Legal Aid Board, law centres in Glasgow and with the Citizens Advice Bureaux.

Its objective is to safeguard and promote the interests of tenants and others who use local authority and RSL housing services.
